Certification & Evaluation Test

Technical Review

A technical review is conducted when a manufacturer that does not meet the standards for self-certification capability, requests a performance testing institute to assure on paper that its vehicles are produced, assembled or imported based on safety standards to self-certify them on behalf of the manufacturer. This review is implemented on the authority of the following legal bases:

  • - Item 3, Article 30 of the Vehicle Management Act
  • - Article 35 of the Enforcement Rule of the Vehicle Management Act
  • - Article 6 of the Regulations on Vehicle Self-Certification Tips

Safety Inspection

With the vehicles that complete technical review, safety inspection is implemented to check whether they are in accord with the description on the document and they violate safety standards on the following legal bases:

  • - Item 3, Article 30 of the Vehicle Management Act
  • - Articles 3 and 6 of the Regulations on Vehicle Self-Certification Tips

Certification Test of Noise

As a designated official certification testing institute for noise of individually-imported vehicles, KATRI provides accelerated driving noise tests, emissions noise tests and horn test services.

  • - Article 41 of the Enforcement Rule of the Noise and Vibration
    Regulation Act
  • - Subject Vehicle Type: Imported used vehicles light, small and medium passenger vehicles; small and medium trucks

Certification Test for Emission-Reducing Devices

To improve the air pollution of metropolitan areas, special counter plans were established in February 2003, with the Special Act on Air Environment Improvement in Metropolitan Areas implemented since January 1, 2005. Accordingly, KATRI is appointed as an official certification testing institute providing certification test services on emission-reducing devices.

  • - Legal basis: Article 26 of the Special Act on Air Environment Improvement in Metropolitan Areas (certification of emissions-reducing devices)
MOE Notification No. 2018-240 (2018.12.28) Regulations on the certification methods and procedures for emission reduction devices and low pollution engines of inuse vehicles

Performance Assessment of Crash Cushions

Crash cushions refer to facilities that absorb the shock energy of an off-lane vehicle to make it stop before it crashes into a structure on the road and to correct its driving direction and help it return to its own lane. Their performance and functions are tested with actual vehicles.

Performance Assessment of Safety Barriers

The main purpose of a safety barrier is to prevent the vehicles that run off a normal driving path from leaving the road, large lane, or sidewalk and at the same time, to minimize passenger injury and vehicle damage and have those vehicles go back to their normal proceeding direction. Additionally, they aid in drivers' sight and discourage pedestrians' illegal crossing. Performance is tested with actual vehicles.
